讲述了我国有一个美丽的边关小镇--荷花渡，地处我国南海之滨，香港之畔。一条小街把这个镇划分成两个世界：一侧归中国所管；另一侧属港英当局管辖。海关分关长龙汉生，严于律己，不徇私情，为了捍为国家的利益，不放过任何一个违法走私的罪犯。根据群众揭发，赴香港考察归来的县委书记夫人、县商业局局长陈兰香，贴身藏有私货。龙汉生按照海关规定，查扣了陈兰香的全部私货：20块进口手表和原版《金瓶梅》录像带。
县委书记曾坤见老婆丑事暴露，为了挽回影响，主动通报全县，并叫陈兰香写了一份检查，亲自送交龙汉生。龙汉生被假象蒙住了眼睛，将手表没收、磁带洗掉退回，作了下不为例的宽大处理。然而，财迷心窍的陈兰香及其子曾学民依仗权势、利用荷花渡电视机组装公司的招牌，勾结港商黄贤达，继续大肆走私，牟取暴利。陈兰香母子还把唐伯虎和齐白石的两幅真迹卖给了黄贤达。当黄私带出境被海关查扣时，曾坤再...
