背景设定在伦敦，一家能源公司在西欧最高的摩天大楼碎片大厦举行年会，一群激进的活动家前来砸场子，劫持了300名人质以揭露东道主的腐败。而他们的正义事业被队伍中一个狂热极端分子搅乱，后者准备谋杀大楼里的所有人，向世界传递他的无政府主义信息。
