本剧根据Lisa Belkin的纪实小说改编。
故事的主人公Nick Wasicsko（Oscar Isaac）是纽约扬克斯的市长，同时也是美国历史上最年轻的市长。一家联邦法院命令他在白人聚居的社区内为低收入人群建造一定数量的廉价保障房，他被迫面对激烈的种族矛盾。如果他坚持要完成这项任务，势必导致这座城市产生分裂、市政府彻底瘫痪并最终毁掉自己的政治前途。Catherine Keener扮演东扬克斯的私房业主Mary Dorman，在这场建造廉价保障房的战争中起关键作用。
